State licensure and H1B visa query?

Can one file for H1 B visa before receiving state licenure? I would be joining Univ of Iowa and they are stating that they can't proceed with visa filing unless I get my state resident licensure.

I know of people in NY & PA who have filed and received their H1 visa petition approved before their state licensure came through.

Can anyone shed some light on this?

I am also trying to get this info. As far as I know, you can file for H1B, before the state licensure but can't be approved. I spoke to my lawyer (for my wife's case) and he said "an H visa for a physician is only available if the physician is credentialed with USMLE 1,2 and 3 and a Pennsylvania license." ( she will be starting in PA). If anyone has more information, let us know.

Yes , you can apply.
If RFE comes with 30/60 Days dead line, you should submit the license copy before the dead line, otherwise petition will get rejected.
 
So you can apply but will need license for H1b approval?

Make it simple and logic

H1 is work visa, must have bachelor's degree to get one.
For e.g. computer programmers - with BS - will get the h1 and start working.

For Medicos DDS/MD though degree is professional you need state license to practise. Which is " considered degree" for INS to issue H1. Otherwise foreign MD, FRCS will appy and get H1 work visa and start working. Then Why you need USMLE!!!!!!(part 1, 2, 3 etc are To get finally License to practise)

For my wife I applied H1 with CA license to practise, but work place was MO, she got RFE ( submit copy of valid license to practise in MO or proof that the state does not require any licnese to pracise medicine) by the time she got the MO license too.
To avoid last year H1 cap she applied early , 100% knowing that she need MO license.
