Start a business on H1 or H4 Visa????

My husband is on H1 visa and I am on H4 visa. Is it possible for us to start an Import Export Business here in USA? We plan to export waste paper to India and import Notebooks from India. We already have companies established in India trading in waste paper and manufacturing Notebooks.
