SSN(Not Valid for Work) for Dependent Visa H-4

Hi Frnds,
i just registered at this forum and amazed by the knowledge sharing here.
Actully i have a problem that i need to get some leads to resolve.
My wife is here on H4 visa and she is preparing for a California Bar exams.
She registered sucessfully with BAR council sometime back in August 2004 and started preparations for the BAR exam.
Recently we received a letter from BAR council that her registration got void as she didnt have a SSN # and due to some changes in laws in recent months with BAR council, now they requires SSN# for registration.
As you all aware of that H4 visa holders are not qualified for SSN.
Still i see some people are able to get it legally SSN#(Not Valid for Work). The application form for SSN also metioned that the person with valid I-94 are eligible to get SSN# which is (Not Valid for Work).
we visited few Social Security Office for the same but so far with no sucess.
Can anyone give us a lead or some sort of information how to get a SSN# (Not Valid for Work) so she can continue her study to appear for the BAR exams?

Non Work SSN for H-4 Visa

I need a SSN not for work for allmost the same reason. I am on a H-4 Visa and am about to transfer to USC where the fees is around 40grands a year. After giving up hope on scholarships, I need to take a loan, but they mostly want SSN . The SS website states that
3. 3. If you check "Legal Alien Not Allowed to Work," you must provide a document from a U.S.
Federal, State, or local government agency that explains why you need a Social Security number and that you meet all of the requirements for the U.S. government benefit. NOTE: Not all U.S. State or local benefits are acceptable for non-work SSN purposes. Contact SSA to see if your reason qualifies.
If you check "Other," you must provide a document from the U.S. government agency that explains why you need a Social Security number and that you meet all of the requirements for a Federal benefit except for the number.
can anyone help us in recognizing what this other Acceptable reasons/benifits are for non-work SSN purposes Please.

upto 1999 people used to get SSN "not valid for work" especially for driver's license purpose, after that CA SSN offices totally stopped it.

H4 visa holders eligible to take private loan without a SSN upto 150K.
But you need an US Citizen sponser to co-sign the application.

Go to Salie may site you can down load a private loan application form for foreign student. You have to have valid I 94 and your school must participate in the Loan progam. If it is University of Southern Californai, LA they are participating in this private loan program. USC stop dispensing scholarship for foeign student persuing professional courses. Few exemption for exemplary / LSAT toppers.
