The quota is still based on the country of birth (not nationality or where they reside). There does not currently appear to be any difference between the countries for the F2A (spouse and children of permanent residents) category anyway (except Mexico is a tiny bit behind).
You can file an I-130 for your spouse, and the priority date wait will take about 2.5 years (as of currently). Then she can go through the process of getting an immigrant visa at a U.S. consulate. If you become a citizen at any point before the priority date becomes current, you can upgrade the petition to IR category, and immediately go to the next step.
