Hi, My mother is in Pakistan and I am US Citizen, If I apply for her permanent residency, will she have to go for an interview in Pakistan at US Embassy or can I call her here since she has a valid visa until Oct 2011. Is there any possibility that she can go for an interview here in states? Also should I fill out I130 and I-485 together when I file for her?Thanks for your assistance.

As an intending immigrant she can be turned away at the port of entry under INA 214(b) if she attempts to enter as a tourist.

The proper course is to file an I-130, indicate Consular Processing and then when it is approved it will be sent by USCIS to NVC. NVC will contact you about the I-864 Affidavit of Support then forward the case to her local State Department office for her immigrant visa processing. They will make contact as indicated on the form they make you fill out regarding contact information (her, you, or someone else--whatever contact info is provided).

An I-485 is a for someone already in the U.S., since she is abroad she will use different forms from the State Department (DS-230). They will tell her what she needs to do---get a medical exam, police clearance and present various documents. Did you adjust status and not know the Consular Processing routine?

She should interview outside the US. Entering the US with a tourist visa while having the intent to pursue the green card process inside the US can be problematic. File I-130 without the I-485.

I wonder if there is any way to get "advanced parole" from the consulate after stating to the consulate her intention to pursue a green card, or some similar procedure? I know there are some dual purpose visas such as the H1B where they don't hassle you if you adjust status to an LPR. But why would OP want her to use a visit visa when the waiting time for a USC's parent is just a couple of months or less if I'm not mistaken?

No way. IS "mom" a "specialty worker" with at least a bachelor's degree??? H1-B???? Highly doubtful. Mom is not qualified to enter as a tourist anymore.
