As an intending immigrant she can be turned away at the port of entry under INA 214(b) if she attempts to enter as a tourist.
The proper course is to file an I-130, indicate Consular Processing and then when it is approved it will be sent by USCIS to NVC. NVC will contact you about the I-864 Affidavit of Support then forward the case to her local State Department office for her immigrant visa processing. They will make contact as indicated on the form they make you fill out regarding contact information (her, you, or someone else--whatever contact info is provided).
An I-485 is a for someone already in the U.S., since she is abroad she will use different forms from the State Department (DS-230). They will tell her what she needs to do---get a medical exam, police clearance and present various documents. Did you adjust status and not know the Consular Processing routine?
