Sponsoring brother for green card...

I recently received my citizenship. Now, I'm considering sponsoring my brothers for green card. Since it takes about 12 years, I'm thinking they should get a visitor visa (B-2) first, and then I can file application to sponsor them. Does this sound right?

Their children are studying engg and planning to come to the US for further studies. When they apply for student visa, would they have any problem if I have filed sponsorship application for their parents (even though they'll be major by that time and not eligible under that application)?

In the visitor visa application, there's a question:

"Has anyone ever filed an immigrant visa petition on your behalf?"

Should my brother's children answer yes or no?

Technically, I'll be sponsoring only my brother (the children will be grown-up and thus not eligible by the time the application is processed), but in I-130 they ask the names, dob, etc of all children.
