I am going to be a citizen officially in the end of this month. I am thinking to sponsor my sister's family for immigration. I know there will be a 10 plus years wait. I wonder if they can still visit USA as a visitor during this wait time.

A lot of that depends on what passports they hold. If they need B-2 visas then it will be extremely difficult for them to obtain such visas and/or use them.

Yes, I agree, it is very case-specific. It would not hurt to try to obtain B visas before any I-130 was filed (if they are issued 10 year B visas then it would be possible to make visits during the long wait). They would likely not get renewals after that because the visa would be closer to becoming available.
