i scaned the paper, in the second statement, does it tell u that children under 16 will not be allowed to go with the sponcered parents??

or does anyone know what is the age limit for children to go with parents thru the IR5 sponsership?

No, it means that if only one parent is immigrating, either USCIS or DOS will want to see a statement from the other parent indicating his or her consent.
