Well dates for my case moved from 2012 - 2013 to 2010 - 2011. That's 2 to 3 years sooner for me. I don't know if it includes additional cases after recent settlement. If it doesn't then you can deduct another year or two. It's a big big progress.

I think this new dates come from the 32,000 un-used number, no more additional.
 
The reason this doesnt make sense is because if they were gonna use the 32,000 unused numbers, then the fiscal year 1 should have changes right? It looks to me as if they havent used the 8,000 in this calculation because the year 1st shouldn't have ended at May 00..the date published in december 04....Wierd!

So what it suggest is that they already include the settlement, but they didn,t do any extra adjustment for the first year.
 
Another fact

Also please, check out how the new list make a huge advance of 10 months in the period Oct. 1, 2005 - Sep. 30, 2006 , 12 months in the period Oct. 1, 2006 - Sep. 30, 2007 , and only 3 monts(Mar. 8, 2002 - Jun. 20, 2002) in the next period Oct. 1, 2007 - Sep. 30, 2008 and so on in the next years.

Resuning a fast pace in the next 3 years, very slow after that date. Look like the settlement was consider in that projection
 
Yeah, you are right, the list doesn't make complete sense since doesn't take the first 8000 for this year...so I agree that this list will be modified again specially in the first year.
