They simply grabbed our (old)cards and pushed them in their draw even with out a word to us.(resulting in card-- vaccum).

SS-5 says one category of application is to get
a duplicate card, so that means one can have
more than one cards but all cards should be
exactly same. new PRs are to get a new card
so you can not use duplicate card category
as an excuse for not bringing your old card
