They don't stay home and decide they're not going to the US because of retrogression. But they do get here and decide to leave the country because of retrogression. Some of those who decided to leave have said so in these very forums. If I was still stuck in labor certification I also would have left by now.

Maybe I should have let this thread rest, but I was curious. When you say "no one understands" are you refering to the average US-born citizen?
Yes, I totally agree. I have tried explaining to my US-born colleagues about how complex not only GC process is but getting the H1 visa too. Dept of Justice approves the I-797 form while the State Dept handles visa stamping, so they were surprised it's not all handled by one dept.
Then I told them about the different GC categories and when I got to the Diversity Lottery part, one of them even said "what? a terrorist could actually get a green card through a lucky draw?"
