SKIL amendment with competative bill (S 761)

assuming this amendment does pass, does this mean we have to wait for the entire underlying bill to pass, and then when would it actually go into effect?

not trying to count chickens before they hatch, but nothing wrong with dreaming

It can fail at any of these stages:

  • Amendment has to be taken up.
  • It has to pass.
  • Bill has to pass.
  • House has to take the similar bill.
  • House has to have the similar provisions either as part of original bill or as an amendment.
  • Provisions have to survive the conference.
  • The conference bill should again pass both Senate and House.
  • Prez Bush should sign it.
 
The amendments are laid on the table. We don't know SA 902 will be placed aside or consider for voting. Pro-illegal lawmakers don't want any legal provision out of CIR as they will loose support from powerful high tech business community and pro-legal lawmakers for the passage of CIR. Pro-illegal (CIR) lawmakers will do their level best to block SA 902 for voting. However, some pro-legal Republicans are trying hard to attach this to S 761. Let's see what is unfold.
I send fax and called office of some Senator to support amendment SA 902 to S 761 bill.

Cornyn introduced and withdrew the amendment in a matter of 5 minutes!!!!!
Hearing his speech and reading between the lines it seems like he was sure the amendment would not pass. Immigration is too divisive an issue to be taken up in a bipartisan fashion. Lets hope he persists.

I saw him talking at length about increasing green cards and H-1b visas, retaining US trained grads in STEM, fixing the immigration system, and also mentioned the skil bill by name.
I heard him drop an amendment, but I think it might be another one, otherwise why would he be talking about all of this in detail? And a few others supported him - Lamar Alexander was one of them
 
Lou Dobbs ran a 3 minute tirade on his show about including the SKIL amendment to the bill. He also talked against STRIVE and every form of human immigration.
It would be amazing if the SKIL goes through as an amendment. This one will be debated and every dirty politician will take their share of credit/money before this gets voted on.

I too called at least 10 senators' offices. Really thought something was going to happen today. Any idea why Cornyn introduced it and then withdrew it so swiftly? Does that mean something? Anyway, it all ends in a disappointment as usual. :(

Thats the only amendment he had. dont keep harbouring fasle hopes. Exact reason why he withdrew it is not clear, but i have a feeling he was told this wasnt the right bill to attach his amendment to. SKIL will probably be reintroduced in context of comprehensive immigration reform.

and look at Amendment 902, and in the next page look at its detailed status. It says "None".
On the other hand if you look at detailed status of 904, it says withdrawn.

So I think 902 has not yet been withdrawn yet

This political posturing is sickening. All this convinces me that only pure luck will get us through this mess. No one is making good decisions based on the facts. Its all about lobbying and political advantage.

you are right; it is all about political advantages now.
the pro-illegal lobby wants to use the corporate support for legal immigration reform to their own advantage. that is why they refuse to separate the two issues. the only way they will get support from senators like Cornyn is by including the Skil bill within the CIR. if the likes of Cornyn decide that opposing legalization of illegals is more important than getting SKIL passed, we will be screwed.
 
Spouse and minor children line in SKIL bill

In SECTION 201 UNITED STATES EDUCATED IMMIGRANTS of the SKIL bill -
`(K) The spouse and minor children of an alien who is admitted as an employment-based immigrant under section 203(b).'.


Does this mean if if I marry after receiving my employment based green card, I can bring my wife and children into United States. Someone told me - its taking 6-7 years. Does this bill ease on bringing my wife into US. I already have employment based GC and I was educated in US (advanced degree). Thanks in advance for your valuable suggestions.
