Sister visiting from the Philippines

Hi! My sister is working to get her application for a visitor visa. I am a citizen, been here a while and my mom is here too, I petitioned my mom to come here. I guess my question is, from your experience what information would be helpful for my sister during the interview. They don't require an affidavit of support from me since she is just visiting but she does not have a land title under her name yet. She has a house built in my parent's property but my grandmother is still alive so obviously no inheritance had not been passed to her. She has three kids, a little veggie store, a van, 2 scooters and a husband. She had traveled and worked in Taiwan for years but never been anywhere else. I know she needs to prove her ties in the Phils. to make sure she is planning to come back but what other helpful information about me or from me can she bring during the interview? What usual questions do they have during the interview? I appreciate your time and sharing your experience. I just wish she could visit us this Summer. Thanks-Mhyles
 
She should apply. Since she will be traveling alone, her children and husband remaining at home are a good reason for her to return. She should take proof of her business, property and family. There are lists of appropriate documents on many of the forums.
 
My sister had her interview today but was denied. They did not even ask specifics on why she is coming here with a tourist visa. I am very disappointed but she wanted to try it again so she will schedule another appointment. Any feedback on how to increase her chance this time? Thanks.
 
What does 214b means? Will it make any difference if I send the embassy a letter, or my sister show them a letter from me? My sister said they never asked her of the reason why she is coming here.
 
INA 214 ADMISSION OF NONIMMIGRANTS

(b) Every alien ..... shall be presumed to be an immigrant until he establishes to the satisfaction of the consular officer, at the time of application for a visa, and the immigration officers, at the time of application for admission, that he is entitled to a nonimmigrant status under section 101(a)(15) . .....

INA 101 DEFINITIONS

(a) As used in this Act-

(15) The term "immigrant" means every alien except an alien who is within one of the following classes of nonimmigrant aliens

(B) an alien (other than one coming for the purpose of study or of performing skilled or unskilled labor or as a representative of foreign press, radio, film, or other foreign information media coming to engage in such vocation) having a residence in a foreign country which he has no intention of abandoning and who is visiting the United States temporarily for business or temporarily for pleasure;

She presented insufficient evidence.

The Consular Officer's likely perspective:

She has at least one sibling in the U.S. and he is a USC. Her mother is in the U.S. How did mom enter? Did she come for "visit" and adjust? Regardless of that, how close is mom to naturalizing and being able to petition? How substantial is the sister's small business? Could she make more money working illegally in the U.S. at McDonald's or a nursing home or whatever? Could she be better off staying with a relative in the U.S. illegally and sending money back home? She has shown a capacity to be away from her husband and children by working abroad in Taiwan. How old are her kids now? Can they get along OK without her? They have before.

Well, if that is their thinking-that is very unfair then. I just want my sister to visit this Spring because we will celebrate my graduation and my 35th birthday-on top of that of course I would like her to travel for the sole purpose of pleasure as she had always travel to work before. It's very frustrating to know that they think everyone will try to stay here. My husband who works for the state will definitely not condone such illegal activity.
