Sister applying for brother

Hi all, long time i havent been here. My friend has a sister who will be applying for her citizenship sometime in next couple of years i guess and he was asking me if she will be able to sponsor him/apply for him to obtain GC after she receives her citizenship. Is there such provision? At least i dont know of one. Please advise as I want to help out. Thanks in advance.

Sure, it's the FB4 category. Depending on where he was born, the wait time is between 11 and 22 years.
 
11-22 years is just amazing, during that wait time, is he eligible to apply for work permit/travel docs?
Is it the same case if a parent is applying for a son over 21?

To apply for work permit/travel docs one should be in legal status. Having a petition filed (I-130) does not give a legal status to anyone.
A citizen parent applying for a married son/daughter over 21 is family category F3. - Currently processing cases from 1998.
A citizen applying for a brother/sister is family category F4. - Currently processing cases from 1995.
