Should parents stay in/out of US till GC is processed?

I'm planning to apply for my parents GC who have a 10 year visitors visa valid till 2010. I would like to know if they can travel when their application is filed. Or do they have to stay in the same country till the whole process is completed?

Like, if I file for their GC when they are in India, can they travel to US before their application is approved?
Or, if I file for their GC when they are in US, can they travel to India before their application is approved?

Please advise.
 
Since they have multiple entry B-2 visas, nothing is stopping them from flying into a US airport. However with a pending I-130 in the works, they may be turned away at the POE.

If they go down the AOS route (with its own risk), they can apply for AP and use that to travel back and forth.
