Share/Clarify experience while traveling using AP/Travel Documents

My wife & I took a road trip from New York to Toronto. This is our experience at the Canada/US boarder. Although we were cleared for r-entry the immigration officer said “You are not allowed to make trips on your travel documents. You can’t just go on holidays with these documents, it’s meant for emergency purposes only”

We have traveled a number of times in the past couple of years using our AP/Travel documents and no one has ever mentioned this.

Is this a valid statement? Are you not supposed to travel outside of US while you wait for years to get your Green Card? Am I missing something here?

Yikes!

I need to know coz one is sort of an emergency i am making for a sick relative and another is a wedding - are those not covered?
