Thanks for your reply. But I want to know if there is any INS permission needed to be taken. I have been talking to the international office in my school (its actually just one person) and they are busy with new admissions. I just want to make sure that I do not have to file for a new visa and all that. If its the question of a new I-20 its should be pretty quick. Also, there is not law in INS that says I cannot do a second bachelors at the same school. Right?

You can definitely get the second bachelor's. Did you get accepted into a program yet? If not, do it ASAP. A new I-20 should be issued in about 3 weeks or so after the acceptance. There is no need to leave the US or get a new visa. You keep staying in F-1 status all this time.
