School Transfer and New F1 stamping

Hi,
My brother has five years F1 stamp valid till 2011 for University A. He has already completed his first sem there.

Now he plans to transfer to Uni. B will mostly get tranfer and new I-20 of that uni. B.

Q. Does he need new F1 stamp to travel outside US?
Q. Can/should he go to Canada for stamping?
Q. Is Canada a right choice for F1 stamping?

since he completed at least a semester at school A, and will do a transfer, he can definitely use the same F-1 visa with a new I-20 form when he travels.

Does that mean he DOES not need to go through the interviewing process at the US embassy outside of the US for new school's F1 stamping in his passport?
