School prohibiting on campus work for F1

My cousin is on F1 visa and full time enrolled student. Her school is not allowing her to work on campus for 20 hours a week. Can school do this? Does she have right to fight against this policy?

Are they not allowing to work or is there no work available?
If there is say 60 hours of work available, I think it is upto the school to give it to 3 students (20 each) or say 4 students (15 each). Also, during the semester one cannot work more than 20 hours.
Also, an F1 cannot replace a citizen or a PR.

Get a letter from the person providing the work (Prof or lab in-charge or whoever) that 20 hours/week work is available and take it to international advisor and ask them why it cannot be allowed, take it in writing.
Or else simply start working and claim the pay.

international adviser says its school's policy they do not allow international student to work even on campus for 3 quaters.

She has no right to demand to work on - or off - campus. Universities are interested in their students being successful in classes and know that foreign students have more problems adapting than US students.

She was expected to have sufficient financial resources in order to obtain the I-20 and visa so that she would meet the university's financial requirements. She should have made certain she did based on the university's notices. She should not need to work.

If she does not like the university's policy, she can transfer at the end of the semester to one which will allow her to do so.

She has no right to demand that the university agree to her request when it is against their policy.

Universities have limited funds for student workers. US citizens and LPRs receive priority as part of their financial aid packages since international studednts are required to have adequate fiancial support in order to obtain a visa. IF SCHOOL POLICY PERMITS, work assignments MAY be given to international students. NO US LAW REQUIRES that interested international students be offered on campus work. A university would not likely provide it especially if providing it displaces a US citizen.

There is no right to work on campus on F1. There is a privilege to work for up to 20 hours on campus, if so authorized by the University.

its not the university who pays international students, its that department or library or computer lab or whatever, who hires you. if the department or lab has the budget and they are willing to hire you, all you need to do is, ask the department to write you a letter that they want to hire you and you take that to your international student advisor. now if the advisor says that its the university policy not to hire F-1 students, it MAY be true. one reason, may be since you mentioned that university has quarter semester system, may be school want to make sure that for first 3 quarter semesters student is earning a satisfactory G.P.A in classes and overall. but as far as the financial support issue is concerned, it holds true only when it is regards to making money for tuition, but that is not necessarily true that you want to get a job on campus because you want to make the money for tuition, it could also be for your extra fun activities. Yes it is true that you should always show that you have financial support for you studies but one shold not conclude that one is getting a job on campus merely to make money for tuition, the job money could be use for other luxurious activities.

All departmental or library or computer lab money is "university money" and may only be used in the manner authorized by university policy.
