Can I come to the US on an H1 Visa for part time work and then also go to school full time?

You can do that. They do not mind if you spend money here. Only if you want to make money then you need a permit. It is your employer that should not have any objections.
I am not sure what is the ramifications if you want to take up an assistantship in the school though.

Wise thing to do is, do full time job on H1 and do part time in the school.
 
Guru is rigt, you have to be engaged full time in your primary activity. If you are on H1, you need to be employed fulltime, and you can go to school part-time.
