I found a very strange thing:
In NJ, the labor department processing time is 4/2001 and 12/2001 for regular and RIR. But I found there were both RIR and non-RIR cases received by the state level in 2003 were certified. There are lots of those cases. Most of them are for University faculty positions, but there are also IT positions for consultanting companies.
It is very strange to me. Does anyone know the reason?
