Sales tax debt in a citizenship application

I used to have a business, since 1999 to 2009. After close my business and sutmit a bankruptcy 7, I left a debt with the Florida State taxes ( sales tax ). I already made a payment agreement with then. Now I am ready to sutmit my citizenship application, there is a question in the application, asking if I fail any tax return or if I have any debt with federal or state taxes. What is the rigth answer, said NO and present the payment agreetment in the interview or said YES and send the payment agreement with the application.
 
You might be better to ask an attorney. I'm not one. But my logic says you answer YES and bring the paperwork showing the payment agreement and that you are paying as agreed.

Was the tax liability in your name, or your business's name?
