i want to know if i go to canada or mexico for stamping and if for any reason they reject it.. can i come back to US on my I94??? Please help

If you apply for visa stamp in Canada /Mexico and visa is rejected you cant enter US from Canada /Mexico you have to go directly to your home country from Canada /Mexico for Visa stamping
