Return Ticket for first time enterance on GC

I have question about my brother who is coming to US first time on family based immigration. He wanted to know if it is OK to come in USA first time with return ticket in hand. His intention is to stay here for a couple of month and then go back home to finish his final semester. He is confused as we heard that immigrants should come with intension to live here permenantly. Does it conflict this intension to have return ticket in hand at the time of entry.
