Just wondering there must be visa number available that they opened my file(what if there was no RFE and direct aapproval)

Since they issued you an RFE they obviously could not approve the case as it was filed. There is no point in requesting a visa number, since there is no guarantee from their standpoint that your case will be approved.

So whats the fate of the cases which were opened and RFE was sent....

You respond to the RFE, and wait.
