Retention of Priority date...Is it realy possible in all cases?

Hello frnds,

My uncle applied for my mom in F4 category in 1994. Visa numbers became availabe in May 2005. I turned 21 in June 2005.
In september 2006,my parents migrated to US and became LPR.We didnt file visa for me that time.
In dec 2006, my mom filed I130 for me..which is still pending for approval.
We have come across about this "RETENTION OF PRIORITY DATE" just a month back and want to carry it forward so that I donot have to wait for long.
I want to know the procedure that we can adopt to use the earlier F4 category PD in F2b.Is this retention possible in this kind of cases or its quite rare.

In your case, you have gone from a dependent of the sponsored applicant to a sponsored applicant itself. I seriously doubt you can retain your mother's priority date. Note is was her priority date, not yours.
 
What are those circumstances? I thought one condition (along with others) was the sponsor needs to be the same person. That is not the case here. I may be totally wrong however.

CPSA does have language that allows for an aged-out dependent to retain a priority date in some circumstances.

If that were true, CPSA would have absolutely no applicability in EB cases, and that isn't the case.
