Replying to RFEs has come after applying for H1

Guys, Need some valuable suggestions here when I have got many RFEs for one candidate's H1. I am able to handle most of them except below two. This is my company's first H1 based in Fremont, CA. We are consulting company gets short term projects (3 months, 6 months or longer) from various client and place consultant to complete that project.

Following are RFEs :

1. Provide PO in hand mentioning the name of candidate.
I have got one company's PO based in Houston. Lawyer says it may not work because LCA is made based on Fremont City. What is complication here?

2. Provide lease agreement, utility bills for past three months and photos of floor plan
I had office 6 months before when I applied for my candidate's H1. I left the office since I never needed and all my candidates were working on client's side. Now my office is based at my home. Lawyer says lease the office and bring the lease agreement, photos. Even if I do that I wont have utilities bills for past 3 months. I still want to show my home based office photos, plan and utility bills. Will it work?

No complication regarding LCA. But PO must mention the project nature, description, duration, consultant's job description and his duration on this project. If the H1 is for 3 yrs and PO is only for a year, you have to bring-in further POs to fill up the remaining periods.

Show home based office photos, and a copy of your corporation's operation bank statement for 3 months to substantiate that your virtual office making revenue to pay your employees.
