renewal with new employer by mail?

My TN expires at the end of November.
I'm gonna renewal with different company.
Can I renew it by mail? or do I have to go to the border?

If mailing is possible, how can I check
the i-129,Part2. Basis for Classification section?
(Continuation, New Concurrent employment, or Change of employer?)

Well, it won't be a "renewal" since it is with a new sponsor.

This is a change of employer. Are youstill working now?
 
You definitely need to go to the border, because only renewal ("renewal" means -- with the same employer) can be processed by mail

Incorrect. This is a popular falsehood.

Brand new TNs -- be it new employer, new position, or even new category -- can indeed be obtained from within US, by mailing I-129. All that is required is to be in legal status at the time of submitting the i-129. That status can even be 'tourist' B2.
