reinstate the Sunderland green card

My sister is 87 years old. Her husband and she both had green card. Which were surrendered 10 or more years ago. Her Husband died last month.

Now she is aged and alone. her 3 children are in USA. one is citizen and other two are green card holder.
Since she is aged and week, she has to come to USA and stay with the children.

can her surrendered green card be reinstate? if so how quickly?

Ye guidance will be highly helpful.

Did she work enough in the US to become eligible for Medicare? If not, can her family afford her medical care in the US, without insurance?
