if i move from one university to another university on an H1 B visa can i start with the other university once i get my receipt of H1 B petition and can premium processing work for me at this time
Unless you have a compelling reason, You would not want to apply by premium processing (and spend extra money). Your's is a transfer, plus there's no issue of the quota (Univ. employe).
The receipt will get back to you no matter how you apply.
