regarding second H1B visa

Hi!

Right now I am working for a university as an analyst on H1B1 visa since 9 months. I had another offer to teach part time. That department is ready to process my second H1B visa to teach part time.

My question is after they apply for my second H1B visa, can I start teaching after getting the "Receipt Notice" from INS or do I have to wait till I get the approval??

AC21 portability does not apply here. You are doing a new H1 visa not transferring the old one. SO in my opinion you cannot start working immediately. Have to wait for approval.
 
One possibility is to have your University treat the second teaching assignment as an extension of your current analyst assignment and have them amend your existing H1/LCA to reflect both duties. That way you need not wait for a second H1 approval.
This requires both duties to be in the same department and related to each other .
