This question is for a friend of mine...
Her family moved to U.K. as a refugee. She got married to a US Citizen soon after that and moved to the U.S.
She got her Green Card based on a marriage to a U.S. Citizen. Her passport from her home country is about to expire soon, and her country refuses to renew the passport unless she physically returns to the country. That is what the embassy staff told her. She needs to travel to U.K. for family reasons.
Can she apply for refugee travel document in place of her regular passport so she can travel out of the country or is the refugee travel document only for people who got their GC as a refugee? Does re-entry permit work as a passport replacement document?

She can apply for a Re-Entry Permit which, as far as I'm aware, is the same as a Refugee Travel Document except it's not for refugees.
 
Yup, if you have a GC, you can get an RP. It's about the equivalent of an Alien's passport or Certificate of Identity that other countries issue to legal residents who cannot obtain passports for some reason, and are not refugees.
