Reentry Permit for parents in India

My parents went back to India after they got their green cards last year - to take care of some important business which took longer than planned. They were planning on returning this week - about 2 months before their one year Green card limit ( without REP) expires but my mom suffered a heart attack and now they cannot travel or at least 6 more months. I had not applied for a Reentry permit while they were here - and as things didn't go as planned - I now need to apply for one. However as per the instructions on form i-131 this cannot be applied for while they are in India. Does anyone know if there is a way to apply for a re-entry permit while in India ?
 
The alternative would be to apply for SB-1 Returning Resident visas with the State Department abroad. They should make contact immediately now that they know that they will not be able to return in time. The Consulate can guide them on their processing requirements. The situation you describe is a perfect example of the proper use of the SB-1 visa.
