Reduction of H1B visas

Does anyone has any idea about the effects of reducing H1b visas from 195k to 65k,how difficult will be to get a visa stamp in India who is having a valid H1 before Oct1.
 
you will not having problem getting H1 visa stamped, your case is not under CAP it is approved before Oct 1

The reason to ask that question is we have to go to India for stamping,with this reduction in workforce will the visa officers create any problems.
