Received I-797C Notice of Action (for N400 application)

I have received back two (out of three N-400 applications) that we have filed recently. The reason cited was "The check amount is incorrect, or has not been provided." We have completed one I-912 Form "Request for Fee Waiver" under my father and included our name (his two children over 18) under Section 2 of the I-912 form.

Were we supposed to file I-912 file separately? We are both full-time college students and dependent upon our parents' Federal Tax Return. My father's application, on the other hand, received fee waiver (and in fact we were sent a letter saying his I-912 application was approved) and is currently being processed. Should I file the N-400s again with two I-912s or does the receipt of I-797C means that we should pay the fee and forget about the fee waiver forms?

Also, how exactly do you guys contact USCIS? I called the toll free number and it just gives tons of automated options. Is there any option of choosing to talk with an agent/officer?

(Also, I've read online: CAUTION: It is not always advisable to seek a fee waiver, as it may subject some individuals to a public charge ground and cause them to be "inadmissible" according to immigration officials, thus barring them from immigration benefits. There may be legal aid organizations that can assist you to determine whether filing the fee waiver application will be harmful to your case." Does any one have any comments about this issue?

Yep I did...in terms of eligibility I'm pretty sure we're eligible..considering my father got the eligibility and both of us are college students dependent on our parents for tax-return purposes. My question was more about the technicality of applying...it doesn't say anywhere whether we need to apply individually or file together (plus the section 2 of the actual form made me think that we have to file jointly). But I think I will go ahead and just apply individually (i.e. turn in two I-912) and see what they say...

N-400 applications are adjudicated separately, and I-912 applications should be filed separately for each individual as well. If you plan to resubmit a fee waiver request, I suggest that you send N-400 (plus I-912 in the same envelope as N-400) separately for each applicant. Also, as Bobsmyth says, you should read the I-912 instructions very carefully and follow them - they do require a great deal of supporting financial documentation to be submitted.
