I have applied for my wife's H4 extension (I-539) at Nebraska center. After how many days may I receive the receipt?

is that 10 - 15 working days or including holidays?
how long that is taking to get H4 approval?
is that OK to get stamping in india while H4 processing?

---- That is OK;
keep the H4 filing receipt with you if the consulate officer asks then only show, if dont recieved the reciept, no problem
