Reapplying for visitor Visa

Hi,

If visitor visa is rejected for the first time on 214(b) basis, do they need to go personally to (chennai) consulate to reapply? or they can just send the documents to consulate? I am not sure one has to face interview for the 2nd time or is it a necessary?

I heard some people saying upon rejection, one does not needs to go personally for interview, but sending the documents work.

Please share your experience on this.

by law since 2002 everyone has to go personally

Think about it. An applicant failed to overcome 214(b) in person. Why would the same applicant's mail-in application stand a better chance?
