Re-entry permit question for GC parents

My parents have been living with me for past 8 months after getting GC. They are now planing to go to India as my mom needs surgery. The recovery period can be anywhere from 2 months to little over a year. Yest that long, coz it is complicated as she wont be able to endure long flight for a long while.

Q1: Not knowing for how long they will be gone, should i apply for re-entry permit before they leave? What if they are ready to return within two months?

Q2: how long does it take to get the re-entry permit?

Q3: can my parents leave anytime or after application is filed or after it is approved?

One must apply for a REP while in the U.S. and must be fingerprinted for it. Older folks sometimes have to printed a second time and IF that results in a 2nd unclassifiable result then they get police letters.
 
bummer, they were planing to leave in couple of weeks :-(

what happens if they leave without REP... can they apply from India thru consulate?
