Re-applying tourist visa after deportation on tourist visa

My father was deported and his visa was cancelled for 5 years according to what was written in the passport for overstaying US for 4 months. Could he apply again for the tourist visa? Which is better applying for tourist visa or green card? If GC, then how long it would take from India? Thanks.

My brother has citizenship and mother has a green card.
 
Could you share with us how he was deported? Was he turned away when trying to re-enter the US? Was he given any documentation stating that?

he was deported last Dec, was allowed to saty for 72 hrs and made sure that he had a flight ticket to go back.
