Question regarding GC for my sibling and family

I am thinking of applying for GC for my brother (based on my US citizenship). But I read USCIS guide in this regard (http://www.uscis.gov/USCIS/New Stru.../Resources-3rd level/How Do I Guides/A1en.pdf) which says that I cannot apply for GC for my brother's wife or his children.

How/When can his wife and children apply for GC, provided I file for his GC.

Well you cannot apply for your sister-in-law and nephew/niece directly. But when you apply for your brother, his family will benefit as a derivative beneficiary. So they can obtain greencard at the same time as your brother.

You sponsor your brother only and his spouse/children immigrate as his dependents. Keep in mind, they are looking at a 12-15 year wait.

How/When can his wife and children apply for GC, provided I file for his GC.
