Nope, in this case you will need to first get an I-20 with your DSOs signature on it from your school, then you go to the U.S. Embassy and apply for a new visa stamp since the original visa stamp has expired. If the original visa hadn't expired you wouldn't have needed to apply for a new visa stamp, you would have been able to enter with the old visa and the I-20.
