Question on Visa Bulletin

I need some clarification about the visa bulletin family preference section. Does the country category (Rest of the World, India, China, Mexico etc) reflect the country of the sponsor or the country of the applicant.

Example: You are a Chinese National and US green card holder sponsoring green card for your spouse who happens to be a Brazilian National.

Just wanted to be sure because it is a rare instance where the sponsor and the beneficiary belong to different countries (china and Brazil) and the sponsor is not yet a US citizen.

Place of birth (not citizenship) of the beneficiary.
