Question on J-1 Exchange waiver for IASP candidates..

Hello,
Someone knowledgeable please help me..

My spouse came on the Israel-Arab scholarship program J-1 visa sponsored by the US state department and managed by amideast.
Are these J-1 exchange scholars eligible for waiver. ?
I got the following link http://www.foreignborn.com/visas_imm...eign_res.htm#4 whcih says Fullbright scholars and medical trainee J-1s are not eligible for waivers. And IASP program is almost similar to fullbright but not exactly the same ..

And this link from the US state dept website http://travel.state.gov/visa/temp/info/info_1296.html says only medical trainees are not eligible for waiver.

(1) So Iam not sure if IASP scholars are eligible for waiver.
(2) If yes, then Do we request the no-obj cert from the Israel govt (my spouse is a Israel citizen arab), or from the US state dept which is the actual sponsor of the IASP program managed by amideast...

Any help or info would be greatly appreciated.. thanks.

Sorry for posting this question in this thread. I have posted this question in
the J-1 visa thread too, and haven't received any response... was hoping some knowledable soul could have more information..
 
everybody is eligible to apply for waivers. However, some J-1 holders are not eligible to apply for a particular category of a waiver (for example, medical graduates cannot apply for a no-objection waiver). Fullbrighters can apply for waivers, however, their chances of getting one are very small.

Do read J-1 subforum FIRST. You'll get lots of info on waivers.

You'll apply for a waiver with DOS, and request a no-objection letter from the Israel embassy.
