Question about the number of visas - 50,000

I was wondering if the number of visas issued, 50,000, for the DV lottery, is per individual or per family. Does that mean they will issue 50,000 individual visas, or 50,000 family visas. For example, the average family may have 2 members - so that may mean they are issuing 100,000 visas. Or does a family of 2 members take up 2 visas from the 50,000? Just curious.
 
each person gets a visa. A total of 50,000. Family members are included in these 50,000 and each one of them takes up a visa.
