Question about stepdaughter

Well... It's NOT for me, but this question popped up on different forum and I'm somewhat confused. If USC marries someone, can he petition for the stepchilds too without adopting a child? Child is like 12 years old. My understanding was not, but if yes what category is that then? Any reference?
 
Of course they can, it's the child of the spouse. My husband petitioned for my son and he got his GC when I did. My husband did not adopt him, he has a real father who'd never allow it.
 
Thanks! I was just wondering, because in many discussions the opinions pop-up that one has to adopt (the only way).
