Question about refused visa question on form DS-260

My US citizen daughter filed I 130 for her husband. In his DS-260 application her husband said no to question "Have you ever been refused a visa to US". But now we found out that when he was 16 years old and in high school, his school applied for group tour of students through agent. Agent told the school that US embassy has discontinued the program for which school was applying. All the students did have their fingerprints taken, but never went to embassy. Does this will be a issue during interview. Should we tell the official at embassy before interview, just to clear it up.

Yes, it will make sense to let the interviewing officer know about it. A refusal of B-2 on its own does not disqualify an applicant from obtaining a green card.
