Question about re-entry permit

Do I have to wait till I receive re-entry permit before I leave US? Some websites says I can just apply and leave, but I would have to give local US embassy address to receive my re-entry permit! Can I provide my home address in India? or Can I give my local US address, so that my friend can post it to me once he receives? I need to stay out of country for around 2 years. Thanks friends.
 
You can leave after your biometrics appointment, but remember that they may deny your application, in which case you cannot stay out for more than a year. You can either have the RP sent to a consulate or embassy abroad or to a US address (I recommend the US address).
 
Don't send it via mail, not even international priority mail. If you're going to have USCIS send it to a US address so your friend can send it to you, only use a private courier like Fedex or DHL.

If you send it by mail it goes through the local postal system on the other end, and possibly touches the postal system of some countries in between, and many countries' mail systems are not as reliable as the US. Such documents have a high rate of getting lost in international mail.

Jackolantern's right. If you have it sent to a US address, then make sure it is sent to you using a very reliable method. And, yes, you have to go for fingerprinting again. It should take a couple of weeks to get an appointment letter.

I've never needed biometrics either, but the last time I applied for any travel document was in July of 2007. I think the new rule was introduced in March of 2008.

From "Instructions for completing Form I-131" at http://www.uscis.gov/files/form/i-131instr.pdf it mentioned that:

"If you stay outside the US for less than one year, you are not required to apply for a reentry permit. You may renter the US on your permanent resident card (form I-551)."

I am planning to return within a year (it may be more than 11 months but for sure less than 12 months). Still I need to apply for re-entry permit? I am tired of spending for the immigration process.

It's not necessary if you return in under a year. However, for trips over 6 months, it is still helpful to have it, as it reduces the hassle at the port of entry. And it's good to have it in case something unexpected extends your trip from 11 months to 12 months.
