Hi, my name is Jasmina and a year ago I became US citizen. I applied I-130 for my sister (in NE) who is still in Macedonia. I heard that even if she wins lottary green card she wont be able to get it cause there is application in pending for her. 10 yers is a long time. Now she met american citizen and is scared to get married cause maybe they will tell her (at the Embassy) that she has to wait for her pending application. Can you tell me if she'll be able to get green card if she marries a US citizen (marriage will be in Macedonia) or she'll still have to wait for the I-130 that I applied for her?

and if she wins the DV lottery, she can get the immigrant visa that way. No problem
her pending I-130 will only affect her getting non-immigrant visas. It has nothing to do with immigrant ones.
