Question about immigrants and rights to travel

How does the process of an immigrant living in the us be able to travel out of the us to another country as a tourist?

I know that US CITizens do not require a visa, but do immigrants need a visa ? i don't understand, anyone have a site i can go into ?
 
It's always based on your country of citizenship. SOMETIMES, if you have a GC, you are exempted from a visa for some countries, or at least, a transit visa.

The best way to find out contact embassy or consulate of the country you want to visit.
