Que 41 in DS-230 and Speeding ticket

Hey guys,

I am in the process of filing out DS-230 (immigrant visa appication) for consular processing at bombay.

Que-41 : Have you ever been charged, arrested or convicted of any offense or crime ?

I am planning to go through consular processing, since currently I am in India. But when I was in USA, I got a speeding ticket twice and also one traffic light camera citation ticket. I paid them off by visiting court and they are not even in my driving license record. I don't carry any points on my DL.
Fines were $200, $150 and $50.

I know that speeding ticket is a moving violation, but DOES IT COME UNDER the category of CHARGE or OFFENCE ? Should I report it on DS-230 part II - Que 41 (above que in red) ?
What should I answer ? Yes or No.

Traffic tickets are citations. Just to be 100% safe, I would advise you to mention them.

A traffic ticket is a citation, not a charge or crime. The answer should be a "NO" since the question on DS-230 does not mention citation.

But isn't it true.......that traffic violation is OFFENCE ?

No, a minor traffic violation is a infraction. DUI, reckless driving, etc. are misdemeanors. Vehicular manslaughter is a felony. In you case it will be categorized as infractions, not offense in any sense. Look up your state's vehicle code for more information.
